What is the GCA Supply Teachers and Education Recruitment Framework?

The Government Commercial Agency (GCA) framework, RM6376, is a government-backed agreement that enables eligible schools, academies, trusts and other public sector organisations to procure education staff through approved recruitment suppliers.

The framework covers temporary, fixed-term and permanent recruitment, including teachers, teaching assistants, cover supervisors and other education support staff.

From September 2026, single and multi-academy trusts are required to procure supply staff through the framework, subject to the applicable requirements and permitted exceptions.

The framework establishes agreed terms and pricing arrangements, supporting transparent recruitment costs and compliant procurement.

Supporting schools and trusts beyond the framework

We understand that schools need flexibility, continuity and value. That’s why we’re actively working with schools and trusts to explore additional compliant procurement routes, including alternative frameworks where appropriate, so they can continue working with their preferred Three R’s teachers and support staff.

We recognise the importance of maintaining established relationships, particularly where a teacher or teaching assistant already understands a school’s pupils, routines and expectations.

Benefits for supply teachers and support staff registered with Three R’s

The GCA framework is important for schools, but we also recognise what it means for the teachers and support staff who work with us.

As schools and trusts navigate their procurement requirements, being registered with an approved supplier such as Three R’s can help you access relevant opportunities advertised and filled through the framework.

Supply work can provide valuable experience across different schools and settings, while longer-term assignments and permanent vacancies can offer opportunities to take the next step in your career.

Where appropriate, the framework also allows for temporary workers to move into permanent employment under its applicable transfer provisions.

We aim to offer competitive rates that reflect the role, experience and requirements of each assignment. We’ll explain the relevant pay arrangements and assignment details before you accept work.
